SST-Consult began its operations in December 1994, serving as consultant to municipalities and their enterprises, especially in conducting restructuring and pre-investment studies. When USAID initiated the Local Government Partnership Program (LGPP) to assist Polish local governments with aspects of good governance including strategic planning, financial and investment planning, SST principals and associates were invited to take active roles in management and implementation of the project. Upon completion of LGPP, SST was reconstituted as a civil partnership. The principals and associates, however, remain the same, as does the commitment to assisting local governments and to providing needed deliverables in a timely manner. Since then, SST principals have brought their experience to many other countries of Central and Eastern Europe, South Eastern Europe and Central Asia. SST-Consult is registered in Poland as a consulting and training partnership providing services in Poland and abroad.
